In a flat org during a slow growth cycle, promotions are scarce. And like starving rats in a cage, competition for promotion can lead some people to cannibalism.
Desperate to grow, they criticize others and move up at their expense. And when someone else has the potential to excel, they try to take it from them.
Good times bring organic growth and more opportunity for everyone to win together easily. When you can see your path up, there is less temptation to see someone else as a competitor.
But in today's slower growth environment, seeing your peers as competitors for top ratings, new projects, additional headcount, and promotion is easier.
